Full Description
The SANDIGAN (Systems Approach for Nurturing Development through Inclusive Governance and Adolescent-friendly Networks) Program is being developed by the Zuellig Family Foundation (ZFF) under its Adolescent and Youth Sexual and Reproductive Health (AYSRH) Focus Area to strengthen local governance systems in the Philippines and contribute to the reduction of pregnancies among adolescents aged 10–14 years old.
The program adopts a systems-strengthening and whole-of-government approach that integrates leadership and governance, adolescent-responsive health systems, child protection mechanisms, community mobilization, and multisectoral coordination among local government units (LGUs), health systems actors, schools, civil society organizations, and communities.
As part of the program design and initial implementation phase, ZFF seeks to engage a Technical Adviser and Consultant who will provide guidance in refining the portfolio’s overall direction, strengthening its program design components and ensuring alignment with evidence-based and systems-oriented approaches related to early adolescent pregnancy prevention.
Qualification
• Advanced degree in public health, medicine, development studies, governance, financing, social sciences, or related fields;
• At least twenty (20) years of relevant professional experience in public health systems, local governance, adolescent health, child protection, or development programming;
• Demonstrated expertise in systems strengthening, leadership and governance, and multisectoral development approaches
Rules & Responsibility
The Consultant shall undertake the following responsibilities:
1. Attend meetings, coaching and mentoring sessions, webinars, trainings and other program-related activities (in person  and or virtual, maximum of 5 per month) and provide advice to ZFF staff and or LGU partners on matters related to program development, data analysis and use, resource optimization, policy advocacy, monitoring and evaluation, stakeholder engagement, and sustainability of very early adolescent pregnancy prevention.
2. Submit a monthly progress report of activities that shall include the adviser’s notes, recommendations and other relevant documentation such as but not limited to power point presentation as needed.
